Get your prep done before you start cooking: Slice the kielbasa sausages. Peel and cut the potatoes into bite-sized pieces. Deseed and slice the bell peppers. Mince the garlic cloves. Slice the onions into half-moons. Chop the chives.
Heat butter over medium high in a large heavy bottomed skillet or Dutch oven. Add kielbasa and fry until golden brown for about 5 minutes. Remove from skillet.
Add bell peppers and sauté for 3 minutes. Add onion and garlic, cook for 2 minutes. Add potatoes, then stir in salt, pepper, paprika, oregano, thyme, cumin and chili flakes. Cook for 3 minutes.
Pour in broth, cover and simmer for 15 minutes until the potatoes are tender. Add more broth if needed.
