mince the  garlic cloves

chop the parsley

add roasted peppers  and cream to  a food processor,  blend until smooth

boil pasta  al dente  in salted water

heat oil and butter  over medium high,  add ground beef,  cook until browned

stir in  salt, pepper, thyme,  dried onion, chili flakes and garlic

pour in  the red pepper  mixture,  simmer for 3 minutes

stir in parsley  and Parmesan

drain the pasta,  reserving 1/2 cup  cooking water

toss in pasta
